Grizzly posited as an anonymous modeling agency and emailed 249 Accor hotels requesting rooms for underage girls sharing beds with unrelated adult males, adding elements — a warzone origin, unnamed agency, stays over a month, no guardians — designed to trigger every standard trafficking alert. When hotels agreed, investigators escalated to request condoms, alcohol, and explicit assurances of secrecy. In the Russia strand of the investigation, every Accor hotel contacted agreed to facilitate the transfer of Ukrainian orphans to Russian families, and every one confirmed it would conceal the arrangement from Accor's French headquarters and Ukrainian authorities. A commissioned legal expert with a Harvard LL.M. degree warned that if the alleged conduct is substantiated, individual criminal responsibility for hotel staff — and potentially devastating corporate exposure under French duty-of-vigilance law and international criminal frameworks, including the Genocide Convention — could follow.

Undercover Email Campaign

Grizzly's investigators emailed 249 Accor hotels posing as a modeling agency from the Donetsk People's Republic, requesting rooms for "four young beautiful girls" aged 14–17, each sharing a room with an unrelated adult male. The language was engineered to trigger standard trafficking alerts: minors, active warzone origin, unnamed agency, over-one-month stay, no parents or guardians present. When hotels agreed, investigators escalated — requesting king-size beds, champagne, condoms, and lubricants. A separate Russia/CIS outreach explicitly stated Ukrainian orphan transfers were destined for Russian adoption, and inquired about secrecy from Accor's French headquarters and Ukrainian embassies. All 56 non-Accor hotels in the same regions received identical emails as a control group. All email chains are reproduced in full in the published appendix.

French Duty-of-Vigilance Law
